スウェーデンの環境活動家グレタ・トゥンベリさんの国連「気候行動サミット」におけるスピーチの英語全文と日本語訳

米のニューヨークにある国連本部で9月23日から開催されている「気候行動サミット」。歯止めがかからない地球の気候変動に対し、世界60か国以上の首脳が集まり、温室効果ガスの排出削減などのための具体的な方策を話し合うために開かれた国際会議です。

この気候行動サミットの冒頭で、スウェーデンの環境活動家グレタ・トゥンベリ（Greta Thunberg）さん（16）がスピーチを行い、その強いメッセージは瞬く間に、世界中に広がりました。

スピーチの全文と、その日本語訳を紹介いたします。

My message is that we'll be watching you.
わたしたちは、みなさんのことを見ている、というのが私のメッセージです。


This is all wrong. I shouldn't be up here. I should be back in school on the other side of the ocean. Yet, you all come to us young people for hope. How dare you!

そもそもおかしいんです。この場に私がいてはいけないはず。海の反対側にある学校に戻っているべきなのに。それなのに、みなさんは希望を私たち若者に求めて、ここに来ている。ありえない！


You have stolen my dreams and my childhood with your empty words and yet I'm one of the lucky ones. People are suffering. People are dying. Entire ecosystems are collapsing. We are in the beginning of a mass extinction and all you can talk about is money and fairytales of eternal economic growth. How dare you!

私は、みなさんの空虚な言葉のために、自分の夢と子ども時代が奪われています。それでもまだ、運がいい方なのだと思います。苦しんでいる人たちもいる。死に直面してる人たちもいる。生態系そのものが壊れつつあります。私たちは大量絶滅の入り口に立っているというのに、みなさんが話題にできることと言えば、お金のことと、永遠に続く経済成長というおとぎ話。ありえない！



For more than 30 years, the science has been crystal clear. How dare you continue to look away and come here saying that you're doing enough when the politics and solutions needed are still nowhere in sight.

もう30年以上にわたって、科学は明白な事実を示してきました。それなのにみなさんは目を背け続け、必要な政策や解決策の見通しが何もないというのに、ここに来て「十分やってるよね」なんて言っている。



You say you hear us and that you understand the urgency, but no matter how sad and angry I am, I do not want to believe that. Because if you really understood the situation and still kept on failing to act then you would be evil and that I refuse to believe.

私たちの意見を聞いて、切迫した事態だというのがわかってると言うけれど、私がどれだけ悲しんで怒っているかは別にしても、そんな言葉は信じたくありません。現状が本当にわかっていて、何も行動をしないままでいるのなら、それはもう悪事と言ってもいいでしょう。だから決して信じません。



The popular idea of cutting our emissions in half in 10 years only gives us a 50 percent chance of staying below 1.5 degrees and the risk of setting off irreversible chain reactions beyond human control.　Fifty percent may be acceptable to you, but those numbers do not include tipping points, most feedback loops, additional warming hidden by toxic air pollution or the aspects of equity and climate justice. They also rely on my generation sucking hundreds of billions of tons of your CO2 out of the air with technologies that barely exist.

10年以内に排出量を半分に削減しようという一般的な考え方でも、1.5度より低いままになる可能性が50％で、あとの50％は人類の力では元に戻せない連鎖反応に向かってしまう危険だってあります。みなさんは、50％でもいいのかもしれない。でもこの数字には、（劇的な気候変動が起こる）ティッピングポイント、ほとんどのフィードバックループ、有毒な大気汚染に隠れたさらなる温暖化、そして公正さと気候の公平性という側面などが、含まれていないのです。それらがどうなるかは、みなさんが大気に放出した数千億トンものCO2を、私たちの世代がいまほどんどありもしない技術で、吸収できるかどうかにかかっているのです。



So a 50% risk is simply not acceptable to us — we who have to live with the consequences.
だから、50％の危険性を受け入れるなんてことは、まずできません。私たちはリスクの結果と一緒に生きていかなければいけないのですから。



To have a 67% chance of staying below a 1.5 degrees global temperature rise – the best odds given by the [Intergovernmental Panel on Climate Change] – the world had 420 gigatons of CO2 left to emit back on Jan. 1st, 2018. Today that figure is already down to less than 350 gigatons.

地球の気温上昇が1.5%以下に抑えられる可能性を67%にするには―「気候変動に関する政府間パネル」が示した最良の場合の数字ですが―2018年1月1日にさかのぼって、世界が輩出できるCO2の量を420ギガトンまででした。その数字が今では、すでに350メガトンを切っています。




How dare you pretend that this can be solved with just 'business as usual' and some technical solutions? With today's emissions levels, that remaining CO2 budget will be entirely gone within less than 8 1/2 years.

それなのにみなさんは「いつものやりかた」とちょっとした技術的な解決で、この問題をなんとかできるようなフリをしてるなんて、ありえない。今の排出水準だったら、8年半もかからないで、使用可能なCO2の量はなくなってしまうというのに。



There will not be any solutions or plans presented in line with these figures here today, because these numbers are too uncomfortable. And you are still not mature enough to tell it like it is.

今日この場でも、この数字に沿った解決策や計画は提出されないでしょう。あまりにもやっかいな数字ですから。それに、やっかいな状況なのだと言葉にできるほど、みなさんは大人ではないようですし。




You are failing us. But the young people are starting to understand your betrayal. The eyes of all future generations are upon you. And if you choose to fail us, I say: We will never forgive you.

みなさんは私たちを見捨てようとしているんです。でも、若者もみなさんが裏切者であることに気づきつつあります。みなさんに、未来の世代の目が向けられています。もし、私たちを見捨てる道を選ぶというなら、こう言っておきましょう。「私たちは決して許さない」と。




We will not let you get away with this. Right here, right now is where we draw the line. The world is waking up. And change is coming, whether you like it or not.

逃げるなんてことはさせません。今、ここで、けじめをつけましょう。世界は目を覚まそうとしています。変化は起きつつあります、否が応でも。
